Japan’s Ministry of Economy, Trade and Industry and the Ministry of Finance announced on 4 August that provisional anti-dumping duties will be imposed on imports of hot-dip galvanized steel sheet, coil and strip from South Korea and China. The provisional measures will take effect on 8 August 2026 and remain in force until 7 December 2026.
Under the provisional measures, imports from South Korea will be subject to anti-dumping duties ranging from 29.2% to 38.0%, while imports from China will attract duties of 50.1% to 55.3%.
Among South Korean producers, POSCO will be subject to a provisional duty of 29.2%, while Dongbu Steel will face a duty of 38.0%. Among Chinese producers, Angang Steel will be subject to a 50.1% duty, while Hunan Iron and Steel will face a duty of 55.3%.
The provisional duties follow the authorities’ preliminary determination that imports of hot-dip galvanized steel sheet, coil and strip from South Korea and China were being dumped in the Japanese market and causing material injury to the domestic industry.
The investigation was initiated on 13 August 2025 following an application filed by Nippon Steel Corporation, Nippon Steel Coated Sheet Corporation, Kobe Steel, Ltd., and Yodogawa Steel Works, Ltd., alleging material injury caused by dumped imports. The investigation remains ongoing and is expected to conclude by 12 December 2026, after which the authorities will issue their final determination on whether definitive anti-dumping duties will be imposed.
