India: Calciners’ FY’21 RPC imports fall 15% short of allocations amid Covid-19

The import volumes of raw petroleum coke (RPC) in the last fiscal of FY2020-21 (FY’21) have fallen short of allocations.

It may be recalled that an import allocation of 1.4 million tonnes (mnt)of raw petroleum coke (RPC) towards calcined petroleum coke (CPC) manufacturing had been made by the Directorate General of Foreign Trade (DGFT) for FY’21 in Jun’20.

The allocations were made to nine calciners, out of which, the two largest, Rain Carbon Inc. and Sanvira Industries, received additional allocations as certain quantities had been surrendered by other calciners.

As per the terms of the allocations, the imports were to be completed by 31 Mar’21. Also, by then, the consignments were required to be cleared by Customs.

All the calciners have now submitted their import utilisation figures against their allocations for FY’21.The calciner-wise allocations and imports are given in the table below:

The abovementioned imports are based on the quantities for which Customs has been cleared upto 31 Mar’21. Apart from these, it has been further reported that some of the consignments were in transit, which has been considered by DGFT authorities with separate bills of lading (B/L).

Rain CII submitted B/L for incoming shipments of 18,000 t dated 21 Mar’21 and 32,800 t dated 23 Mar’21, totalling 50,800 t. Similarly, Sanvira Industries submitted B/L of 33,264 t dated 29 Mar’21 for considering the in-transit quantity.

Notably, out of the nine calciners, Amritesh Industries and Brahmputra Carbon did not import any quantity of RPC in FY’21 and surrendered their allocations.

On an overall basis, out of the allocation of 1.4 mnt for FY’21, 1.10 mnt was imported upto 31 Mar’21,while a volume of 84 kilotonne (kt) was in transit, as accepted by DGFT. Thus, the total utilisation of RPC considered by DGFT for FY’21 is 1.19 mnt, which indicates a utilisation level of 85% of the total import allocation for FY’21.

It is understood that the ongoing Covid-19 pandemic was the major reason behind the approximately 15% shortfall in the utilisation level .

The highest import levels were from Rain CII and Sanvira Industries, each contributing 43.5% and 23.9% respectively to the total imports, totalling 67.4% of the allocation. Based on actual import utilisation quantity, their share  further increased to 51.3% and 28.2% respectively, thereby totalling a hefty 79.5%.
