Russia: Coal output drops 1% y-o-y in Sep’25

  • Coal exports rise 6% in Jan-Sep’25, output stable
  • Russian govt supports miners with fiscal relief

Mysteel Global: Russia’s production of all types of coal totalled 34.5 million tonnes (mnt) in September, down 1.1% from the year-ago level, according to the latest data from the Russian State Statistics Service (Rosstat). Compared with August, last month’s output was higher by 9%.

Among hard coal types, Russian production of coking coal in September reached 8 mnt, down 8.7% y-o-y but up 3.9% m-o-m. That of anthracite totalled 1.6 mnt, slumping 19.3% y-o-y but surging 21.2% from August. Meanwhile, other hard coal output — mainly thermal coal used for power generation — came in at 17 mnt, up 4.2% y-o-y and 7.2% m-o-m, the Rosstat data showed.

Apart from hard coal, Russia also produced 7.9 mnt of lignite last month, up 1.1% from September last year and 17% from August.

The Russian government has been working to brace its coal sector against domestic coal miners’ dire financial burdens. In mid-October, Russian President Vladimir Putin had asked the government to monitor the industry’s situation and optimise the support measures the government had introduced in late May, including tax deferrals and discounts on railway transportation for coal miners, Russian media reported.

During January-September, Russia’s cumulative coal output reached 314 mnt, basically flat from the same period last year. Among the total, hard coal output accounted for 243 mnt, down 1.6% y-o-y. In contrast, production of lignite rose 6.2% y-o-y to 71.4 mnt, according to the data.

Meanwhile, Russia’s coal exports totalled 157 mnt over the first three quarters of this year, up 5.5% from a year prior, TASS reported, citing Russia’s Deputy Energy Minister Dmitry Islamov.
