Indonesian govt continuing review of 50 applications for 2026 RKAB revisions

Indonesia’s Ministry of Energy and Mineral Resources (ESDM) is continuing its review of around 50 mining companies that have applied for revisions to their 2026 RKAB (Work Plan and Budget).

According to Tri Winarno, Director General of Minerals and Coal at ESDM, the applications are being assessed for the feasibility of business plans and compliance with administrative and technical requirements. Applications received before the end of July remain under review.

The RKAB system requires mining companies to submit production, sales, investment and operational plans for government approval and plays a key role in determining actual mining volumes.

Stricter compliance requirements

ESDM is applying stricter requirements during the current review, including checks on companies’ financial obligations, mine restoration commitments and Good Mining Practice.

The review also covers safety, environmental and sustainability requirements. Companies that fail to meet administrative or technical criteria may be required to provide additional information or make necessary amendments before receiving approval.

The government has not disclosed the mineral-wise breakdown of the approximately 50 companies under review. Therefore, the figure cannot be considered representative of nickel miners alone, as the RKAB system applies across various mineral and coal mining operations.

Nickel quota revisions remain under review

ESDM has also been reviewing industry requests for adjustments to 2026 nickel production quotas. In June, the ministry said it was assessing requests for revisions to nickel production volumes, although the final quota had not been determined at that stage.

Any changes to approved nickel production volumes could influence Indonesian nickel ore availability and downstream production during the remainder of the year.

Annual RKAB system to continue in 2027

The Indonesian government plans to retain the one-year RKAB approval system in 2027, despite calls from the mining industry to restore the earlier three-year approval cycle.

The Indonesian Mining Experts Association (Perhapi) has argued that a three-year RKAB system would better suit the mining sector, given its large-scale and long-term investment requirements. The association said a longer approval cycle could reduce administrative procedures and provide greater certainty for medium- and long-term investment and production planning.

RKAB delays affect mining operations

According to Perhapi, delays in RKAB approvals and uncertainty over production quotas have created cash-flow pressures for some mining companies this year. Some mining sites have reportedly reduced operating rates or temporarily suspended operations.

The impact has also extended to mining contractors and service providers, with some experiencing lower workloads and temporary workforce reductions.

Market sentiment

The continuation of annual RKAB approvals is negative for mining-sector planning certainty, as companies face greater uncertainty over production volumes and investment decisions. Stricter compliance requirements could further delay approvals for companies requiring additional documentation or corrective measures.

Outlook

The market will closely monitor the outcome of the pending RKAB applications and any revisions to nickel production quotas. While the government is prioritising regulatory compliance and production control, continued approval delays could affect mining operations and nickel ore availability.

For the broader nickel market, the key factor will be whether revised RKAB approvals result in higher or lower production allowances, particularly as Indonesia remains a major source of nickel ore and downstream nickel units.
