In order to keep an online track of iron ore production and sales, the state of Goa is likely to adopt National Mineral Statistics (NMS) system. NMS is a mobile based application that helps in aggregation of mineral production and sale statistics.
It was directed by Union Mines Ministry to implement the mobile application in all the mineral rich states of India and has asked Indian Bureau of Mines (IBM) to accelerate the process. Goa has accepted to adopt the system in the state.
The NMS system has been developed to capture various data online like mineral production, recovery, dispatch, sale price etc of each grade of each mineral. As per the system, each lessee is required to upload daily data relating to mineral production, dispatch, sale etc.
SC directs the Goan Miners to continue contributing towards DMF and Permanent Fund Until a final order is passed
Five leading miners in Goa namely Vedanta, Fomento Resources, GN Agrawal, Geetabai Parulekar and Prafull Hede had refused to make contributions towards Goa mineral ore Permanent Fund. These miners had submitted applications in the Supreme Court challenging the order of creating Goa mineral ore Permanent Fund and filed applications in Apex Court.
As per the view of the mining companies when SC passed its judgement there is no requirement for a separate Permanent Fund as MMDR Act was amended in Jan’15 and a provision was made for District Mineral Fund (DMF). Thus it is a matter of “double taxation”.
The SC has directed the Goan Miners to continue contributing towards DMF and Permanent Fund until a final order is passed in this matter by the Apex Court in this matter. The matter is expected to be heard on 13 Jan’16.
