Eurofer Initiates Anti-dumping Duty on Flat Products Originating from Non-European Nations

The European Steel Association (Eurofer) on 23 May’16 has filed a complaint to European Commission in order to control inbound shipments of hot-rolled flat products of iron, non-alloy or other alloy steel from countries like Brazil, Iran, Russia, Serbia and Ukraine.

Eurofer has alleged that imports of certain hot-rolled flat products of iron, non-alloy or other alloy steel originating in Brazil, Iran, Russia, Serbia and Ukraine, are being dumped and causing material injury to union industry.

The investigation of dumping and injury will cover the period from 1 Jul’15 to 30 Jun’16 (‘the investigation period’). The examination of trends relevant for the assessment of injury will cover the period from 1 Jan’13 to the end of the investigation period (‘the period considered’).

All exporting producers and associations of exporting producers in Iran, Russia, Serbia and Ukraine are invited to contact the Commission, preferably by email, immediately but no later than 15 days after the publication of this Notice in the Official Journal of the European Union.

Allegation of dumping

The product allegedly being dumped is the product under investigation, originating in Brazil, Iran, Russia, Serbia and Ukraine (‘the countries concerned’), currently falling within CN codes 7208 10 00, 7208 25 00, 7208 26 00, 7208 27 00, 7208 36 00, 7208 37 00, 7208 38 00, 7208 39 00, 7208 40 00, 7208 52 99, 7208 53 90, 7208 54 00, 7211 14 00, 7211 19 00, 7225 19 10, 7225 30 10, 7225 30 30, 7225 30 90, 7225 40 12, 7225 40 15, ex 7225 40 60, 7225 40 90, 7226 19 10, ex 7226 20 00, 7226 91 20, 7226 91 91 and 7226 91 99.
