China’s Hebei provincial government recently unveiled the 14th Five-Year Plan for environmental protection of the province. The policy proposes to reduce carbon emissions, actively respond to climate change, and strive to achieve carbon peaking in the steel and cement industries by 2025.
As per the plan, by 2025, energy consumption and carbon dioxide emissions per unit of regional GDP will meet national requirements. Key industries such as steel and building materials will be promoted for achieving peak carbon dioxide emissions as soon as possible, and efforts will be made to achieve peak emissions in the steel and cement industries by 2025.
Pilot projects
Low-carbon construction technologies will be implemented which will be carried out as pilot projects at the provincial level, whose scope will be enhanced later for commercial execution. In fact, a carbon peaking pilot projects pool is aimed to be created.
For instance, the aim is to create pilot projects in controlling industrial carbon dioxide in transportation, construction, and non-carbon dioxide greenhouse gas emissions. There will be coordinated control of greenhouse gases and pollutants.
By 2025, the carbon dioxide emission rate of operating vehicles and ships per unit of transport will be decreased by 4% and 3.5% respectively compared to 2020.
Actively adapt to climate change
Hebei will implement the national climate change adaptation strategy. It will strengthen its climate change risk assessment and responses, establish policies and standards for addressing climate change, as per a report in Lange Steel.
