EU: Steel import quotas rapidly exhaust in early Q4CY’26

  • India exceeds quotas across four steel products
  • Several shipments await customs clearance at EU ports

In the first five days of the new EU quota period, covering 1 October 1 to 31 December 2026, several steel import quotas allocated to Turkiye, China, India, Australia, Taiwan, Macedonia, and “other countries” have already been exceeded. Meanwhile, quotas for several other steel products have recorded utilisation of more than 70%, according to European Commission data.

Turkiye has exceeded quotas for several steel products. For HRC, the 160,573 t quota has been exceeded, with 378,822 t awaiting customs clearance. For metallic coated sheets (4A) and (4B), quotas of 63,925 t and 26,019 t have been exceeded, with 96,084 t and 26,577 t awaiting clearance, respectively. The country has also exceeded its quotas for organic coated sheets (11,568 t) and quarto plates (7,007 t), with 16,073 t and 15,474 t awaiting clearance, respectively.

Turkiye has additionally exceeded quotas for rebars (59,919 t), wire rods (61,147 t), gas pipes (28,163 t), hollow sections (59,849 t) and other welded pipes (22,453 t). Volumes awaiting clearance for these products stand at 78,088 t, 70,698 t, 45,891 t, 112,046 t and 25,420 t, respectively.

For China, quotas of 11,837 t for electrical sheet (3B), 45,749 t for metallic coated sheets (4B), 13,158 t for other seamless pipes and 14,298 t for non-alloy wire have been exceeded. Corresponding volumes awaiting customs clearance are 41,793 t, 111,256 t, 23,947 t and 28,888 t, respectively.

India has exceeded its quotas of 52,709 t for quarto plates, 23,139 t for stainless bars and light sections, 10,036 t for gas pipes and 3,832 t for seamless stainless tubes. Volumes awaiting clearance at EU ports stand at 64,454 t, 39,641 t, 13,166 t and 4,859 t, respectively.

Meanwhile, Australia has exceeded its 11,830 t HRC quota, while Taiwan has exceeded its 5,322 t quota for organic coated sheets. Macedonia has also exceeded its 10,958 t quota for hollow sections.

Quotas allocated to “other countries” have been exceeded for HRC at 5,564 t, CRC at 24,933 t, metallic coated sheets (4A) at 33,338 t, tin mill products at 6,446 t, quarto plates at 18,829 t and hollow sections at 7,174 t. Furthermore, the 5,149 t quota for hollow sections allocated to “FTA-Others” has also been exceeded.
