Vietnam finalises levying anti-dumping duties on coated steel from China, South Korea

• Highest duty of 37.13% imposed on most Chinese producers
• AD duty reduced for South Korea’s Hyundai Steel Co

Mysteel Global: Vietnam’s Ministry of Industry and Trade (MOIT) has imposed final anti-dumping (AD) duties on certain coated steel imported from China and South Korea, according to a MOIT release. The case took effect from August 14, the date of issuance, and will remain in effect for five years.

The final duties are applied at 0 and 37.13% on imports from China and at 0%, 12% and 15.67% for South Korean imports. Most Chinese steelmakers including Baoshan Iron and Steel Co and Baosteel Zhanjiang Iron & Steel Co are subject to the highest AD duty of 37.13%, Mysteel Global observed.

The final ruling formalises the preliminary ruling issued on April 1, when the MOIT decided to impose provisional AD duties on certain coated steel imports from the two countries, as reported.

While the ministry kept most of the details in the preliminary ruling unchanged, the final ruling sees the AD duty on the targeted imports from South Korea’s Hyundai Steel Co reduced slightly from 13.7% to 12%.

Previously, the MOIT had launched the AD investigation on June 14 last year in response to a petition submitted by five Vietnamese steelmakers — Hoa Sen Group, Nam Kim Steel, Southern Steel Sheet, Ton Dong A Corporation and China Steel and Nippon Steel Vietnam — in April that year. The five had claimed that imports from the two countries had caused them “significant injury”.
