Update on Safeguard Duty on HR Plates

In a recent development in Safeguard duty case on HR plates and sheets, DG Safeguards (DGS) have issued a list of interested parties in the case. This list include domestic producers, foreign nation, delegation, embassies, importers, and foreign producers.

On Oct 28’15, a petition was filed by SAIL, Essar Steel, JSW Steel and Jindal Steel & Power Ltd for imposition of safeguard duty on imports of “Hot Rolled flat sheets and plates (excluding hot rolled flat products in coil form) of alloy or non alloy steel having nominal thickness less than or equal to 150mm and nominal width of greater than or equal to 600mm”.

The product under consideration is classified under Tariff Heading 7208 and 7225 (722540413, 72254019, 72254020, 72254030 and 72259900).

The petition was accepted by DG Safeguards and safeguard duty investigation on the same was initiated on Dec 7’15.

However following products are excluded from the scope of the product under consideration:

1. Hot rolled flat products of stainless steel
2. API grade steel conforming to X-52 and higher API grades for manufacturing pipes used for pipeline transportation systems in the petroleum and natural gas industries
3. Hot rolled plates for manufacturing boilers and pressure vessels confirming to IS 2002 and IS 2041
4. Silicon electrical steel
5. Cladded steel
6. Quenched and tempered steel
