SAIL has invited a tender for tentative purchase of 46,238 MT silico manganese from indigenous manufacturers for its various plants.
Steel Authority of India Limited (SAIL) is the India’s largest steelmaker and produces a variety of steel and iron products including Pig iron, flat and long products and special steels at its plants spread over India. The company will require a tentative quantity of about 46,238 MT silico manganese during Jun-Sep’16. The projected purchase quantity will meet the requirement of its plants.

Eligibility criteria
1. The bidder should be a indigenous manufacturer of ferro manganese/silico manganese.
2. The bidder must offer a minimum quantity of 5,000 MT for market-1, 8,000 MT for market-2 and 13,000 MT for both the markets to be submitted in 4 months in staggered manner, as per delivery schedule given by SAIL plants.
3. For market-2, it is mandatory for bidder to quote for minimum 25% of tendered plant-wise and size-wise quantity.
4. If the bidder is past supplier of SAIL for silico manganese, they shall be considered eligible if on the latest due date of submission of tender, the bidder does not have a backlog of more than 10% of final ordered quantity against any purchase order placed on or after 1 Jan’14.
5. If the bidder has not supplied silico manganese to any of the SAIL’s plant after Jan’14, the bidder is required to submit PO and corresponding consolidated statement, with minimum supply of 10,000 MT pa of ferro manganese or silico manganese or both.

SAIL’s last tender for purchase of 34,720 MT Silico Manganese fails to get bids
The SAIL tender which was issued in Jan’16 for purchase of 34,720 MT silico manganese, to meet the requirement of its various plants and for duration of 4 months (Feb’16 to May’16). The techno-commercial bid had revealed that 9 plants had participated in the tender. However, the online reverse auction which was held 2 Mar’16 for the fifth time received no bids as participants expect higher prices with the LCNS price fixed at INR 43,775/MT. The auction was therefore closed.
