Indian Oil Corporation Ltd. (IOC), the country’s second-largest producer of petroleum coke, has auctioned RPC (Raw Petroleum Coke), from its various refineries on 24 Aug’19 for intrastate consumers. The left-over quantity will be auctioned on 29 Aug’19 for outside state consumers.
Refinery-wise detailed breakup of quantities sold in the auction is enumerated as follows:
| Refinery | Quantity Offered (MT) | Date Within State Customer | Date Outside State Customer |
| Barauni Refinery (Gr.A) | 32,000 | 24 Aug’19 | 29 Aug’19 |
| Bongaigaon Refinery (Gr.A) | 30,000 | 24 Aug’19 | 29 Aug’19 |

For within state (WS) customers, the delivery period will be from 26 Aug’19 to 09 Oct’19, whereas outside state (OS) customers from 30 Aug’19 to 13 Oct’19.
The auction for outside state consumers will be conducted, for left over quantity. This is line with the terms and conditions of the auction set by IOC as per guidelines from MOP&NG (Ministry of Petroleum and Natural Gas). Outside state bidders are required to make pre-bid earnest money deposit (EMD) payment accordingly to MSTC.
Notably, no quantity has been offered from Guwahati and Digboi refineries. This is due to the reason that a separate auction was conducted for Guwahati refinery on 7 Aug’19, where entire quantity of 14,000 MT on offer was sold out. Similarly, a separate auction was also conducted for Digboi refinery in last week of July 2019 and entire quantity of 8,400 MT was sold out.
