The Odisha government will notify the structure of forming the District mineral foundations (DMF) by July end. The draft proposal is ready and has been sent to the Chief Minister of approval, state mines minister Prafulla Mallick said.
Earlier on 5th of this month the state government has informed the centre that the process of formation of DMF would be ready by September this year.
The new MMDR act has provisions for setting up a district mineral foundation at the mineral bearing areas for the overall development of the area and the foundation will be headed by the respective district collector and the deputy director of mines and officials of the mining companies operating in the district will be in it as members. A fund under the DMF would be created by the contributions from the mining companies.
DMF is District Mineral Foundation, introduced in amended MMDR (Mineral and Mining Development Regulation Act). Under the act, miners of iron ore, bauxite, limestone and manganese ore will be required to pay upto 100% of the royalty on the mineral as their contribution towards the DMF, meant to support the project-affected people. It is still not clear about whether DMF will be applicable DMF will be applicable retrospective from the date of MMDR Act or from the date of government notification.
