Central govt. had notified DMF (District Mineral Foundations) around three months back but Odisha miners say clarification on the same is yet to be received.
In talk with SteelMint, Odisha based merchant miners shared that they are yet to receive any clarification over application of DMF and its date of execution and billing is done only taking Royalty in consideration. At present Odisha miners are not charging DMF as the clarification is yet to be received. Notification of DMF is likely to increase cost marginally.
NMDC officials say, “Our prices are basic, ex mines, excluding of Royalty, DMF and other taxes”. He added we are charging DMF @30% to the royalty from date of notification. CG based manufacturer also confirmed the billing of DMF in NMDC invoice.
Indian govt. on 17 Sept’15 announced the launch of Pradhan Mantri Khanij Kshetra Kalyan Yojana (PMKKKY) as a measure to support the project affected people, using the funds generated by DMF. The contribution has been fixed at 30% of royalty for existing leases (those executed before 12 Jan’15) and 10% of royalty for new leases (those executed after 12 Jan’15).
