Coal India subsidiary, MCL that has set a target to produce 250 MnT coal by 2020, seems highly concern on third party sampling of coal. Besides, the company recorded as the largest producer in FY16 with total output of 137.9 MnT.
MCL, one of the largest subsidiary of CIL, is focusing on producing and supplying quality coal to its customers in coming years. For this, the company is working on a series of plans from setting up a 10 MnT pa coal washery to a coal handling facility. The company has also appointed independent third parties for sampling of coal accredited by the Central Institute of Mining and Fuel Research (CIMFR).

Third party sampling of coal will minimize the dispute between MCL (Coal India) and its buyers like NTPC and NALCO over quality of coal. It is to be noted that the coal ministry in 2015 had allowed coal producers to appoint third party samplers for sampling of coal.
But, buyers had also raised questions over the procedure adapted by the third parties for sampling. Keeping this in mind, the coal ministry in November last year had come up with a notification that the third parties will be appointed and accredited by CIMFR and the third parties will test the samples as per the Bureau of Indian Standard norms.
MCL is doing the testing at the loading end as all the Coal India subsidiaries, including MCL sell their coal on FoR basis.
MCL emerges as the largest coal producer in FY16
MCL, a sister concern of Coal India, registered a growth of 13.6% in its yearly coal output and also recorded as top most coal producing subsidiary in the country. The company has produced 137.90 MnT coal in FY16, which was 121.4 MnT in FY15.
