The Directorate General of Anti Dumping (DGAD), which comes under ministry of commerce, has imposed definitive anti-dumping duty on Cold Rolled flat products of alloy or non-alloy steel originating in or exported from China PR, Japan, Korea RP, or Ukraine for a period of five years from the date of imposition of the provisional anti-dumping duty, that is, 17 Aug’16.
The anti dumping duty imposed shall be effective for a period of five years from the date of imposition of the provisional anti dumping duty i.e. 17 Aug’16. Provided that the said anti-dumping duty shall not be levied for the period commencing from the date of the lapse of the provisional anti-dumping duty, that is, the 17 Apr’17 upto the publication of this notification in the Official Gazette.
The anti-dumping duty imposed is similar to the levels recommended. For CRC it is at USD 576/MT.

Indian government had imposed provisional anti dumping duty on HR and CR coil products in Aug’16 for a period of six months.
On 08 Feb’17, govt. notified that it extended anti-dumping duty on Hot rolled and Cold rolled flat products of alloy or non-alloy steel products for a period of two more months. On 10th Apr’17, DGAD recommended definitive Anti-Dumping duty and raised Non-Injurious Price (NIP) marginally.
Indian flat steel imports fell sharply in CY16 – According to customs data maintained with SteelMint, India imported 6.14 MnT flat steel in CY16 against 8.63 MnT in CY15.
Out of 6.14 MnT flat steel imported in CY16, 2.02 MnT was imported from South Korea, 1.8 MnT from China, 1.12 MnT from Japan and 0.32 MnT from Russia.
Out of 6.14 MnT flat steel imported to India in CY16, 0.83 MnT was CRC, 2.44 MnT was HRC/plates and 1.23 MnT was galvanised steel. Rest quantity accounted for electrical steel & other flat products.
