Indian government has imposed a definitive anti-dumping duty on ‘Colour coated/pre-painted flat products of alloy or non-alloy steel’ originating in or exported from People’s Republic of China and European Union for a period of five years.
Government has imposed definitive anti-dumping duty owing to the material injury caused by the dumped imports of subject goods from the subject countries.
Prior to this, on 11 Jan’17, Indian government had imposed a provisional anti-dumping duty on same products for a period of six months at the rate of USD 849/MT.
The duty shall not be levied for the period commencing from the date of lapse of provisional anti-dumping duty (i.e 10 Jul’17) up to the preceding day of the publication of this notification and shall be payable in Indian currency.
How does it work ?
1. The Anti-Dumping duty imposed is on flat steel products falling under headings 7210,7212, 7225 and 7226 of the 1st schedule to the Customs Tariff Act, 1975.
2. The goods description on which anti-dumping duty has been imposed is mentioned along side – Pre-painted, painted, colour coated or organic coated flat steels in coils or not in coils whether or not with metallic coated substrate of zinc, aluminium-zinc or any other substrate coating, excluding plates of thickness 6mm or more.
3. The Anti-Dumping duty rate fixed on PPGI/color coated flat steel product is at USD 822/MT. This is calculated on the basis of landed value (CIF + Basic Custom Duty) minus anti dumping (USD 822).

According to data maintained with SteelMint, during Jan-Jul’17, India imported 1.86 MnT of flat steel falling under HS codes 7210,7212, 7225 and 7226. China remained the largest source for the import and accounted for share of 33% (0.61 MnT) followed by South Korea (26%) and Japan (20%). EU accounted for share of about 7%.
