Indian Government Positive on Imposition of Safeguard Duty

Safeguard duty investigation concerning imports of hot rolled flat products has been initiated by Director General of Safeguards.

On 27th July, SAIL, Essar Steel and JSW Steel which contributes to more than 50% of the total HRC production in India filed a petition (under Rule 5 of the Customs Tariff (Identification and and Assessment of Safeguard Duty) Rules, 1997) for imposition of safeguard duty on imports of ‘Hot Rolled Flat products of non-alloy and other alloy Steel in coils of width of 600 mm or more’.

The data of imports and injury caused to domestic industry in terms of production, market share, profit/loss, and inventory have been submitted by the applicants for the time period from 2011-12 to 2015-16(Q1).

The application has been examined by Director General of Safeguards (DGS) and based on the data submitted it has been confirmed that increased imports of HRC have caused serious injury to the domestic industry.

DGS has decided to initiate the investigation on the same. It has been notified that all the interested party can make their views within 30 days from the date of notice.
Also if any other party of the investigation wants to be considered as an ‘interested party’ they can submit their request to DGS within 15 days from the date of notice.
