India: Update on Anti-Dumping Duty on HRC/CRC

Products under Purview of Anti-Dumping Duty

On 11 Apr’16, DGAD (Director General of Anti-Dumping & Allied Duties) has accepted the petition of Indian steel majors for imposition of anti-dumping duty concerning imports of HRC and plates originating in or exported from China PR, Japan, Russia, Korea RP, Brazil and Indonesia.

On 17 Apr’16, DGAD initiated its anti-dumping duty investigations concerning imports of CRC originating in or exported from China, PR, Japan, Korea RP and Ukraine-reg.”

DGAD had given time limit till 20 Jun’16, to the interested parties to submit their responses. And only recently the organization has issued the list of interested parties for all the three flat products.

The list of interested parties in case of HRC/Plates include response of 23 importers, 12 exporters from Korea, 17 exporters from Japan, 21 responses from China, and submission of 31 companies and related bodies.

The list of interested parties in case of CRC include response of 21 importers, 11 exporters from Korea, 4 exporters from Ukraine, 9 exporters from Korea, 14 exporters from Japan and submission of 9 related bodies.

The Likelihood of Anti-Dumping Duty

In order to restrict cheap imports especially from countries including China, Japan, and Korea, the government announced imposition of MIP (Minimum Import Price) in the first week of Feb’16 for time period of six months.

However, with the expiry of MIP approaching in the first week of Aug’16 Indian steel industry participants are urging the government to extend MIP further given the perpetual presence of cheap imports in the global market.

However, Indian government has pressure from the WTO (World Trade Organization) member countries to justify extending MIP as its is a temporary trade barrier and cannot be extended for long time period. As anti-dumping duty can be imposed as a long term trade barrier, chances of same being imposed on flat products are quite high in the upcoming days.
