National Aluminium Company Limited (NALCO), a Navratna CPSE under Ministry of Mines, Govt. of India, has issued a global tender for purchase imported coal for its Power Plant in Damanjodi, Odisha.
Media reports have informed that major aluminium producers in Odisha including NALCO, are struggling over coal shortage which is affecting their operations.
The metal makers in the state are dependent on Mahanadi Coalfields Ltd (MCL) for coal requirement to run their captive power plants (CPPs). As a matter of fact, the miner has continuously missed its coal production target for the past 3 years.
More than the shortfall in targeted production, the priortisation of coal to power sector and logistic issues relating to coal dispatch has also contributed to the constrain in coal supply to the Aluminium plant.
The recent tender floated by NALCO seems to be a part of its annual program, where the alumimium maker had previously seeked 16,000 MT imported coal in Dec’17. However, this time the tender notice came out 2 months earlier and has demanded more coal quantity than the previous term.
The company intends to procure 28,000 MT imported coal with an optional quantity of 16,000 MT i.e, the interested bidders can also supply the additional quantity if it is competent to do so.
Eligibility Criteria:
• Bidders, who have offered for full tendered quantity of 07 (Seven) rakes i.e. 28,000 MT of imported coal, will be considered.
• Bidder must have average annual supply experience for supply of minimum 28,000 MT of coal in last two financial years 2016-2017 and 2017-2018.
• Average annual financial turnover of the bidder during the last three years ending 31st March i.e. April 2015-March 2016, April 2016-March 2017 & April 2017-March 2018, should be at least Rs.18.06 crores or equivalent in foreign currency as per the RBI exchange price on the date of tender.
Delivery Period: For firm quantity of 7 rakes (28,000 MT +/-10%): Within 31.12.2018
For optional quantity of up to 4 rakes: Within 15.01.2019 (16,000 MT +/- 10%).

Validity: The tender should be valid for acceptance till the end of 60 days from the date of opening of the tender.
