India: GMDC invites EoI for 250 MW lignite-based thermal power expansion in Kutch

State-owned miner Gujarat Mineral Development Corporation (GMDC) has invited expressions of interest (EoI) from engineering, procurement and construction (EPC) players and equipment suppliers for developing a 250 MW lignite-based thermal power plant in Kutch, Gujarat.

The proposed project will be an expansion of the existing Akrimota Thermal Power Station (ATPS) and is aimed at strengthening base-load power capacity in the state amid rising electricity demand. The EoI was officially issued on 18 March 2026, with submissions due by 27 April 2026.

Project scope and structure

The upcoming unit is planned as a lignite-based subcritical plant using CFBC (circulating fluidized bed combustion) technology, leveraging fuel supply from GMDC’s captive lignite mines in Kutch.

GMDC is exploring two implementation models :

A single integrated EPC contract, or A multi-package approach covering boiler, turbine, balance of plant (BoP), and EPC integration. The company is also seeking industry feedback to refine execution strategy and accelerate project delivery timelines.

Strategic rationale

The expansion aligns with Gujarat’s growing power requirements. As per projections, the state’s peak power demand is expected to rise significantly by FY’27 and further by FY’32, necessitating additional firm thermal capacity despite increasing renewable penetration.

GMDC noted that thermal power will continue to play a critical role in ensuring grid stability and meeting peak demand, particularly given intermittency challenges associated with renewable energy sources.

Partner requirements and eligibility

Interested participants must demonstrate:

  • Minimum average revenue of INR 1,000 crore over the last three years (for Indian firms).
  • Experience in executing at least one ≥125 MW coal or lignite-based thermal power project within the past seven years.
  • Preference will be given to players with multiple project references, CFBC technology experience, and prior work with public sector utilities.
