The Directorate General of Trade Remedies (DGTR) has finalised the Product Under Consideration (PUC) scope and Product Control Number (PCN) methodology for its anti-dumping investigation into imports of polyethylene terephthalate (PET) film above 100 microns from China PR, Thailand and UAE. The notification was issued on 19 August 2026 following comments from interested parties on product scope and PCN methodology.
Scope covers PET/BOPET film above 100 microns
The investigation covers PET film, including biaxially oriented polyethylene terephthalate (BOPET) film, above 100 microns. The scope includes plain, coated and metallised films, as well as white, coloured, high-temperature and other specialised PET films.
PET film above 100 microns specifically imported for solar panel or photovoltaic module manufacturing has been excluded, subject to actual-user imports and an appropriate end-use undertaking before Customs authorities.
Finished thermal lamination film above 100 microns is also excluded where BOPET film is permanently layered or extrusion-coated with thermally activable EVA, LDPE or similar adhesive resin and imported in finished form.
However, base PET/BOPET film imported for downstream conversion remains within the PUC. This includes material used to manufacture thermal lamination film, digital printable film or adhesive-coated products.
The DGTR has adopted a two-parameter PCN methodology based on the kind of film and thickness.

The resulting PCNs include A01 for non-metallised PET/BOPET film of 101-200 microns, B02 for metallised film of 201-300 microns and A03 for non-metallised film above 300 microns.
Questionnaire deadline set at 15 days
Interested parties have been directed to file their questionnaire responses in accordance with the new PCN methodology within 15 days of publication of the notification. The authority has stated that no further extension will be granted because the anti-dumping investigation is time-bound.
The notification also allows interested parties to submit evidence supporting product-specific exclusion requests during the investigation. Such requests will be examined based on the information placed on record.
