India: Bid Documents of Schedule II Auction disclose

To take auction process on next step, the government has opened both online and offline bids supporting documents on 3 Feb, 2015.

The auction process of Scheduled II with 23 cancelled coal blocks was started on 25 Dec’14 with release of tender documents on 27 Dec, 2014. As a part of auction process, the last date for submission of technical bids was 12:00 hrs yesterday and bids supporting documents were opened on 3 Feb, 2015 from 2:00 hrs onward in the presence of bidders.

Earlier in the first stage of the tender process, bidders had submitted their technical bids on MSTC portal created for the purpose. Bidders were also required to submit separately a sealed envelope containing bank guarantee, power of attorney and the affidavit.

The electronic bids were decrypted and opened electronically in the presence of bidders. Entire process was displayed on the screen for the bidders. Subsequently, sealed envelopes containing bank guarantee, power of attorney and affidavit were also opened in the presence of bidders. These bids will be evaluated by a multi-disciplinary Technical Evaluation Committee to shortlist bidders for participation in the electronic auction to be conducted on MSTC portal from 14 Feb, 2015.
