Dump Material Trading in Goa is Illegal – Goa DMG

Directorate of Mines & Geology (Govt. of Goa) has recently issued a notification on illegal trading in dumps in the state of Goa.

Dumps indicates processed or unprocessed stack of ore, stored within or outside the lease hold areas of an existing or previously held lease. And may be situated within or outside forest areas. Such dumps include stacks of mineral having grade less than Fe 45%.

Working/handling/selling or trading of dump from dump area was banned by the state govt via notification dated 23 Sep’11. In view of judgment & order dated 21 Apr’14 the issue concerning dump working is under consideration of Supreme Court and it has not allowed dump working till further orders.

The report submitted by the Expert Committee to the Apex Court including observations regarding allowing dump workings is yet to be considered by SC. As such the dump material cannot be touched till such issue is finally decided by the SC.

As such if any transactions are entered into with any individuals other than with lease holders who has affected royalty payment on such mineral are illegal and are solely at the risk of parties to such transactions.
