SteelMint has heard from its market sources that government’s anti-dumping body DGAD (Directorate General of Anti-Dumping and Allied Duties) has found injury to the domestic industry due to imports of “Straight Length Bars & Rods of Alloy Steel” originating in or exported from China and is likely to impose anti-dumping duty on the same.
Last year in September, the Indian government had started an anti-dumping investigation on imports of above-mentioned products after six Indian companies had submitted an application to the DGAD asking for the inquiry and the imposition of an anti-dumping duty on alloy steel bars imports from China.
The product under consideration (PUC) is classified under Tariff item 7228 of the Customs Tariff Act, 1975. However, imports of the product under consideration has also been observed under tariff headings 7214 and 7215.
These products find their end-use application in various sectors including automobiles, auto components, engineering, construction, railways, shipbuilding and machinery to name a few.
The six petitioner companies include JSW Steel Limited, Jayaswal Neco Industries Limited, Sunflag Iron & Steel Co. Limited, Usha Martin Limited, Gerdau Steel India Private Limited and Vardhman Special Steels Limited.
The period of investigation (POI) is from April 2016 to March 2017. However, the injury investigation period, however, covered the periods of April 2013-March 2014, April 2014-March 2015, April 2015-March 2016 and POI.
DGAD had said that it has “sufficient evidence” of China dumping steel products and had initiated their investigation into the alleged dumping and consequent injury to the domestic industry. Now, as per sources as DGAD has found serious injury to the domestic alloy steel sector due to Chinese imports, it may soon come up with the anti-dumping duty on the same.
