CIL Coal Allocation through FSA

CIL allocated 5 MnT Coal to SNAs in first 10 months of FY20

Coal India Ltd (CIL) has supplied 5 MnT coal to the State Nominated Agencies (SNA) in the current fiscal up to the month of Jan’20. The information was provided by the Coal Minister Mr Pralhad Joshi in response to a question in the Rajya Sabha.

The provision listed under the New Coal Distribution Policy, was implemented to cater coal demand of consumers in small and medium sector having requirement of less than 4,200 MT and were otherwise not having any access to purchase coal or concluded Fuel Supply Agreement (FSA) with coal companies.

However, as per the amendment carried out on 29 Sep’16, the minimum coal requirement earmarked in the policy has been increased to 10,000 MT per annum.

Accordingly, CIL allocates coal to SNAs for distribution to small, medium and other consumers, based on the recommendation received from the concerned department of state governments, with the condition that they must enter into FSA with the coal company.

Bihar State Mining Corporation had acquired the highest coal quantity under this exercise during the 10-month period, followed by Maharashtra State Mining Corporation and Consumers Affair, Food and Public Distribution Department of Manipur. Majority of the coal was supplied by BCCL, CCL and WCL.

In total, CIL has supplied 361.86 MnT coal via FSA route during the first 9 months of FY20 (Apr-Dec’19) as stated in its latest quarter results. The allocated volume has witnessed a dip of 6% on the year from 383.01 MnT noted in the year-ago period.
