SteelDaily: China’s stainless steel industry is undertaking significant production adjustments in the fourth quarter of 2025. Major steelmakers are focused on reducing production of 200-series stainless steel products by approximately 500,000 t to address oversupply and stabilize market prices. These cuts are concentrated in East and South China, where companies such as Qingshan, Baogang Desheng, and Beihang New Materials will gradually reduce output starting in November. Alongside production cuts, blast furnace and hot-rolling process restructuring efforts are planned for December to maximize the impact.
Production reductions for the 300 and 400 series are more measured, varying between 30,000 to 80,000 t, reflecting profitability differences. The 300-series, particularly 304 grade, remains relatively profitable for some cost-efficient producers, leading to flexible rather than deep cuts.
This restructuring aligns with China’s government policy promoting eco-friendly and ultra-low-carbon steel production. Under the “2025-2026 Steel Industry Stable Growth Plan,” over 80% of steel capacity is targeted for ultra-low-carbon conversion and equipment upgrades by year-end. Recent production curtailments and inspections are viewed as part of this broader policy implementation aimed at ensuring stable industry growth and sustainability.
