On September 5th, Tangshan government issued document on action for deepening environmental protection implementation.
It requires all administrative levels to continue the implement measures to contain three types of gaseous pollutants. The intensified execution period is from September 6th to September 25th and self-inspection and rectification period is from September 26th to September 30th. The proportion of steel mills’ shutdown and capacity limitation is not lower than that of August. Before September 20, the Municipal Development and Reform Commission and the Municipal Bureau of Industry and Information Technology will complete the off-peak production plan for steel and other key industries and the Municipal Transportation Bureau is responsible for finalizing the plan for the off- peak transportation in autumn and winter, both of which will be executed from 1st October.
Since August 31, there are still 17 blast furnaces of 14 steel mills resumed operation without permission during the vacuum period between end of previous plan and issuance of this plan. This document reiterates that the blast furnace and other equipment that stopped production in August are not allowed to resume production in September.
In order to meet ultra-low emission, the de-nitration and flue whitening of 140 sintering machines (Pellet Shaft Furnace) will be speeded up to realize 80% of tasks completed before the end of September, equipment failing to be in compliance before the end of October will be stopped. In addition, for the off-peak production limitation of steel enterprises in the heating season, based on the progress of ultra-low emission correction, product categories, transportation structure etc, four types of evaluation criteria are given, Class A (no off-peak), Class B (30% off-peak) ,Class C (about 50% off- peak) and Class D (about 70% off-peak);
Transportation of bulk materials such as coking coal and coke must adopt closed transporting devices like closed corridors and tubular belt conveyors etc. The dust discharge must be transported by vacuum tanker or pneumatic conveying method to achieve coal dust off the ground. The proportion of the main production materials and products transported through railways, pipelines or tubular belt conveyors must be more than 80%. If restricted by conditions to do so, new energy vehicles or vehicles that meet the national six emission standards may be used.
Taiyuan city Environmental Protection Relay: Recently, the Taiyuan Municipal Government issued a notice on the work plan for the blue sky defense campaign, in which a list of nine key tasks was proposed. The intensified implementation period is from August 15 to October 15. It is required to carry out sweeping inspection for high-energy-consuming enterprises in sectors such as iron and steel, coking, and industrial furnaces for steel, non-ferrous, building materials, coking, and chemical industries will be all included in the autumn and winter off-peak production plan or stopped operation, besides formulating comprehensive plan for correction of industrial kilns.
The recent actions on limited production in Changzhou, Jiangsu province ,though had limited impacted in output,but the expansion trend of production restricted areas is worthy of attention.
The “Three-Year Action Plan to Win the Blue Sky Defense Battle” clearly extends the key areas from Beijing, Tianjin and Hebei to the Yangtze River Delta and Shanxi,Shan’xi plains. Environmental standards have gradually tightened and the production capacity will be continued to be limited.
