China: Heilongjiang province stockpiles 45% of winter coal storage

Heilongjiang province in Northeastern China has stockpiled 6 mnt of coal as on mid-September, which is 45% of their planned volumes for the winter heating season. Major other heating companies would consume 14 mnt. The province has asked major power plants to store coal for more than 20 days, mid-to-small plants for 70 days, and heating enterprises for 90 days.
