CCEC to Conduct Meeting On Mineral Development & Regulation

Coordination-cum Empowered Committee (CCEC) will be conducting meeting on Mineral Development and Regulation under the chairmanship of Secretary (Mines) on 05 Aug’16. The meeting is scheduled to take place at Delhi.

Agenda for discussion in meeting are as follows:

1. Revised Mineral Conservation & Development Rules (MCDR): Ministry of Mines has prepared the draft of Mineral Conservation and Development Rules-2016 which would be presented in the meeting. MCDR aims to monitor conservation of minerals and protection of environment in the lease hold areas of minerals. It applies to all minerals except petroleum and natural gas, coal, lignite, sand, atomic minerals and minor minerals.

2. Revised Offshore Area Mineral Concession Rules (OAMCR): Ministry of Mines has prepared the draft of Mineral Conservation and Development Rules-2016 which would be presented in the meeting. OAMCR relates to grant of permit, license or lease of offshore areas.

3. Preparedness for e-auction of major mineral blocks: The block-wise status and the preparedness for mineral auction by the state govt. in FY17, FY18 and beyond will be discussed.

4. Status of collection of money through District Mineral Foundation (DMF) fund and National Mineral Exploration Trust (NMET)

5. Processing of saved mining lease applications before 11 Jan’17- The mining
lease applications saved under Section 10A (2) (c) need to be granted subject to
fulfilment of the conditions of the previous approval or of the letter of intent within a period of two years from the date of commencement of the said Act, which is up to 11 Jan’17. It is being separately reconciled with the state govt to compile the list of such cases, which are pending for the want of environment/forest clearances under the purview of MoEFCC.
