BHEL : Only Indian Steel Companies To Supply For Rampal power plant

India: BHEL Tender Purchase of 17,500 MT Reinforcement Bar for India-Bangladesh Power Project

BHEL a renowned power plant equipment manufacturing company and the main Indian contractor in the construction of Rampal power plant in Sundarbans. Bharat Heavy Electricals Limited (BHEL), India is all set to build up 2×660 MW Maitree Super Thermal Power Project at Rampal Upazila under Bagerhat district of Bangladesh.

BHEL has floated tender on 30 June 2017 to purchase 17,500 MT Reinforcement Steel bars of Grade B500B as per latest BS 4449 or equivalent for sizes 8-36mm. The tenders due date was on 04 Aug 2017.

The tender floated invites only Indian companies to bid for supplying steel to build the 1,320 megawatt (MW) power plant at Rampal.

According to top officials in BHEL, “The tender has been open for almost 7-8 times. And it would be concluded this time and would not reopen anytime further.”

Eligibility Criteria for Purchase of Reinforcement Bar by BHEL:

The company BIFPCL (The Bangladesh-India Friendship Power Company Limited) appointed BHEL to build the thermal power station.

The Tender issued by BHEL inviting only Indian companies over Bangladeshi manufacturers is unacceptable for the local companies in Bangladesh. And the company which would qualify for the tender would avail tax benefits too which would allow the Indian manufacturers to enter the local market of the country.

So, The local manufactures are opposing the tender and are asking the authorities of BIFPCL to open the tender for local manufacturers of Bangladesh also.

A Clause in the tender mentioned that “The bidder should have integrated blast furnace in India with minimum annual capacity of production of steel of 50,000 MT (metric tonne).” The clause excludes not only the Bangladeshi companies but also any other company in the world to participate in the tender.

The BIFPCL has urged BHEL to go for open tendering for procurement so that any company can participate in the bid helping the growth of Bangladesh Steel Manufacturers.

“We have enough capacity to supply steel for the Rampal Power plant. We are supplying thousands of tonnes of steel to some big projects like Padma Bridge and Rooppur Nuke Power Plant. But we cannot participate in the bid,” said an official of a renowned local steel manufacturing company.

“The BIFPCL has urged BHEL to go for open tendering for procurement so that any company can participate in the bid,” – BIFPCL official.
