India: SAIL floats tender for over 21,000 t of petcoke for five steel plants

  • Bhilai accounts for largest requirement of 11,750 t, followed by Bokaro at 6,050 t

Steel Authority of India Ltd (SAIL) has floated a GeM tender to procure 21,380 t of Grade A, low-sulphur calcined petroleum coke (petcoke) for five steel plants. Bids are invited until 15 October 2026, with opening scheduled for 16 October.

The requirement is divided across Bhilai Steel Plant, Bokaro Steel Plant, Rourkela Steel Plant, Alloy Steels Plant in Durgapur and Salem Steel Plant. Bhilai has the largest allocation at 11,750 t, followed by Bokaro at 6,050 t, Rourkela at 3,000 t, Alloy Steels Plant at 520 t and Salem Steel Plant at 60 t.

The 6,050-t, 11,750-t and 3,000-t schedules require 2-10 mm material, while the 520-t and 60-t schedules specify 3-20 mm petcoke. Packing requirements vary between 50-kg and 500-kg bags.

Deliveries are to be completed within 365 days. SAIL can split the order among up to three bidders based on schedule-wise offers, supplier capacity and capability, and quantities offered.

The tender provides for a reverse auction, with H-1 elimination as the qualification criterion, subject to specified exceptions. EMD requirements range from INR 15,000 to INR 35 lakh, depending on the schedule.

The procurement is subject to Make in India provisions, with Class 1 and Class 2 local suppliers eligible based on minimum local content requirements of 50% and 20%, respectively.
