China implements export licensing for selected steel products

  • Exporters need to furnish product quality certificates

China’s Ministry of Commerce and the General Administration of Customs have announced that certain steel products will now be subject to export licensing management. The announcement, issued by the Foreign Trade Department, updates the “Catalogue of Goods Subject to Export License Administration (2025)” in accordance with the Foreign Trade Law of the People’s Republic of China, the Regulations on the Administration of Import and Export of Goods, the Measures for the Administration of Export Licenses, and related laws and regulations.

According to the notice, a number of steel products listed will be added to the catalogue, meaning that exporters must obtain a licence before shipping steel products abroad. To apply for a licence, foreign trade operators must submit an export contract together with a product quality inspection certificate issued by the manufacturer.

The responsibility for issuing licences will be shared among several authorities. The Ministry of Commerce and provincial‑level commerce departments-including provinces, autonomous regions, municipalities directly under the central government, cities with independent planning status, and the Xinjiang Production and Construction Corps-will issue licences according to their jurisdiction. In addition, the Ministry of Commerce has entrusted certain sub‑provincial cities-Shenyang, Changchun, Harbin, Nanjing, Wuhan, Guangzhou, Chengdu and Xi’an-to issue licences on its behalf.

Enterprises under the supervision of the State‑owned Assets Supervision and Administration Commission of the State Council in Beijing must apply to the Licensing Bureau of the Ministry of Commerce, while other enterprises should apply through the provincial‑level commerce department or the commerce department of the sub‑provincial city where they are located. Any matters not covered by this announcement will be handled in accordance with Announcement No. 65 of 2024 issued by the Ministry of Commerce and the General Administration of Customs.
