No anti-dumping duty recommended by EU on Indian Silico Manganese

The EU has decided not to impose provisional anti-dumping measures on Indian silico manganese. However, investigations continue.

The European Union had initiated an anti-dumping investigation concerning import of silico manganese originating in India. The commission received a complaint in Nov’14. The companies in EU complained that silico manganese from India is being dumped and thereby causing material injury to the union industry.

The EC had invited companies and other stakeholders from the Indian side to participate in the investigations. Four major companies were under threat of a higher rate of anti-dumping duty, namely, Tata Steel, Modern India Con-cast Ltd.,INDSIL, and Rohit Ferro –Tech Ltd. The deadline for imposition of provisional measures was on 22 Sept’15, nine months from the day of initiation of proceedings.

The commission has recommended no provisional duty and decided to continue with the investigations. The deadline for the imposition of anti-dumping duty, if any, is March’16. EU not imposing anti-dumping duty on Indian silico Manganese will come as a huge relief to silico Manganese producers in India, as they are plagued with persistent demand-supply imbalance. Europe accounted for about 25% of India’s silico manganese exports prior to the commencement of investigations. In 2014, India exported around 0.18 MnT of silico manganese to European countries. Hence, an anti-dumping duty could have had a huge impact on the future of the silico manganese industry in India.
