Taipower has invited applicants for pre-qualification in order to evaluate suppliers for coal supply.
Taipower will evaluate all coal suppliers for supply of the material using tendering process or Government Procurement Act.
Bidders, who are already enlisted in qualified supplier, have to inform their current mines and other detail to remain in the list.
Qualification (Eligibility) for Participants
1. An applicant must supply coal produced from a mine located in a country or except Chinese Mainland area must have the right to sell the coal produced from the proposed mine and must meet one of the following qualifications:
(a) Owner, who has been granted the mining permit with governmental authority and whose name appears on the mining permit for the proposed mine
Or
Owner, who holds the competent mining permit as well as its prorated share of the quantity of exported coal from the proposed mine and its name is one of the names on the document of mining permit
(b) Producer, who has a valid contract with a mining permit holder, which authorizes the applicant to mine and sell the coal produced from the proposed mine. The duration of foregoing contract should not be less than the term of Taipower’s coal contract in tendering
(c) Sales company, who is wholly owned by owner or producer of the proposed mine
Or
A wholly-owned sales company having joint venture of the proposed mine. In addition, the said joint venture has already established another wholly-owned company to hold the relevant mining permit for the proposed mine and whose name shall appear on the document of mining permit
2. An applicant proposing to supply of coal from the Chinese Mainland area must be incorporated under the law of Chinese Mainland having approval to export coal to Taiwan
Or
Incorporated under the law of third country or area other than the Taiwan area and the Chinese Mainland area and must be appointed and authorized by a company in the Chinese Mainland area, which has received the competent Chinese Mainland authority’s approval to export coal to Taiwan
