China: Shanghai Stock Exchange releases ‘dual carbon’ action plan

The Shanghai Stock Exchange officially released the ‘Carbon Peak Carbon Neutral Action Plan’ on 1 Mar’22 further boosting its sustainable development strategy and the implementation of the national carbon peaking and carbon neutrality goals.

The aim is to support the innovation and development of the capital market for the Shanghai Stock Exchange, and establish and improve services for a green, low-carbon and circular economy.

Green shoots in capital market

The Action Plan proposes certain measures: optimising equity financing services and strengthening listed companies’ environmental information disclosure; expanding the scale of green bond issuance; improving the construction of the green bond system; enhancing the attractiveness of product investment; improving the green index system; and promoting the development of green investment products.

The Plan also stresses on strengthening the research on green finance as well as energy conservation and emissions reduction. Representatives of relevant financing entities, investment institutions and intermediaries participated in a seminar organised on the occasion of the launch of the Action Plan who shared experiences on green dual-carbon investment and financing practices and the development of the green finance industry.

The Shanghai Stock Exchange will promote the contents of the Action Plan, formulate specific work plans, seek practical results and give full play to the resource allocation function of the capital market.
