India: Coal Ministry Reviews Status of Upcoming Coal Washeries of CIL

Ministry of Coal under the chairmanship of Secretary (Coal), Mr Sumanta Chaudhuri,has concluded a review meeting to discuss the progress the various coal washeries being set up.

At the outset, Mr Chaudhuri expressed his concern on the delay in commissioning of the projects and emphasised on the need for their timely completion.

A total of 18 washeries from CIL’s 4 subsidiaries-BCCL, CCL, MCL and SECL were put forward for review. Below are the minutes from the discussion that were held subsidiary wise in respect of washeries.

BCCL Washeries

Dahibari: It was informed that the commissioning of the washery has been completed. However, due to local law and order problem, the washery could not be operated at full load.

BCCL expects the full load operation to be achieved by Feb’19.

Patherdih-I: It was informed that the Raw coal receipt at washery so far through the emergency Receiving Hopper is 9,000 MT, and the Load test can be completed after receipt of 20,000 MT of raw coal.

It was also mentioned by BCCL that M/s MIEL, the contractor, has not completed the BOBR track hopper system for receiving raw coal as per the requirement of Railways; as such, BCCL has planned to give the tender of this work to 3rd party at risk and cost of the awarded party and the tender papers are being prepared by CMPDI for the work.

The daily requirement of raw coal for Patherdih I was estimated at 15,000 MT. In order to feed the washery as short term arrangement, a tender for transportation of 7,500 MT/day from mines to washery by road has been finalised. Further tender for another 7500 MT/day by road transportation is being processed.

BCCL expects that the washery will start commercial operation from Jun’19.

Madhuband: It was informed that M/s HEC, the contractor, is likely to complete the construction of washery by Aug’19 and it will start operation by Oct’19.

Patherdih II – It was informed that land has been handed over for construction, stores, workshop and track hopper. To tackle the remaining encroaches, the fencing is to be completed.

BCCL has assured that the construction will be completed by Dec’19 and commercial operation will start by Feb’20.

Bhojudih: BCCL informed that land has been handed over after removal of rejects.

However, M/s ACB (India) Ltd., the bidder for the project, had failed to deposit the financial guarantee, upon which the company has sent a letter asking the former to deposit the BG (Bank Guarantee) within 15 days time.

BCCL was advised to take immediate corrective actions and update the status after 15 days.

Dugda: CMPDI (Central Mine Planning and Design Institute) committed that the evaluation of the tender for Comparative Statement will be submitted by 7 Feb’19. Thereafter, queries if any, for uploading of shortfall documents will be undertaken.

BCCL committed that LOI will be issued by Apr’19.

Moonidih: BCCL informed that there is no issue in regard to removal of slurry and rejects from site and also DVC is on the job of shifting of over head transmission lines (OHTL).

CIL was advised to follow up the matter with DVC for ensuring timely shifting of OHTL passing through the site.

It was noted that the conceptual report is under revision. CMPDI and BCCL were asked to work as a team and to ensure that the tender is floated by Mar’19.

CCL Washeries

Tapin, Kathara & Ashok: It was informed by CCL that the TCRs for Award of work for the 3 washeries were put up twice to the Board which desired clarifications and modifications.

CCL committed that the revised proposal of TCR for Award of work will be put up again, and LOA for the same will be issued by May’19.

Karo & Konar: It was informed that due to extremely high price and non-qualification of L1 bidder (through reverse auction) in Karo and Konar respectively, the tenders may be cancelled and re-tendered.

If cancelled, CCL committed the re-tendering process would be carried in Mar’19 but maintained that the end date will not change.

MCL Washeries:

Ib Valley: It was informed that construction of washery has been started and the washery will be commissioned by Mar’20.

Basundhara: It was informed that Basundhara EC (Environment Clearance) and FC (Forest Clearance) problems were solved as EAC and FAC recommendations were both favourable. EC is expected by Feb’19.

Hingula and Jagannath:
It was informed that EC was obtained earlier; however, as the bidder has changed the technology, EC has to be renewed with changed technology.

MCL submitted application for renewal of EC in Feb’19 after issuance of LoI. EC is expected by Mar’19.

The coal company also informed that the TCR proposal for award of work for Hingula Washery was discussed in the board meeting held on 28 Jan’19 and has been approved.

SECL Washeries:

Kusmunda: It was informed that the TCR for washery will be approved in the board meeting in Feb’19. SECL was advised to adopt the model of CCL for land and for obtaining EC to avoid further delay in project.

Baroud: It was informed that the tender for Baroud has been uploaded on 31 Jan’19.

Apart from reviewing the status of washeries, the individual subsidiaries were also advised to simultaneously take up the construction work of coal evacuation system (from mine to washery and from washery to coal despatch point, through conveyors via CHP (coal handling plant).

The subsidiaries were asked to complete the coal evacuation work along with the job of washery construction within the same timeline.
