According to the Coal Ministry report, Coal Linkage auction process for Independent power plants (IPPs) without having Power purchase agreements (PPA) would commence in Aug’17.
Moreover, An Inter Ministerial Committee (IMC) was constituted under chairmanship of Additional Secretary (Coal) for formulating the methodology for auction of linkages to IPPs having PPA based on domestic coal and also for those having PPA based on imported coal.
The Methodology for auction of linkages for IPPs having PPA based on domestic coal was issued on 12 Jun’17. To discuss the methodology, CIL had formed the committee with Ministry of Power and Central Electricity Authority (CEA) and convened meetings during the month.
CIL is expected to take approval from the board regarding the methodology of auction by 21 Jul’17; thereafter the auction process for IPPs based on domestic coal would start by 31 Jul’17.
While, the committee is yet to decide on schedule for auction for IPPs based on imported coal.
Also, Standing Linkage Committee has recommended coal linkages to 4 Central Government PSUs based on recommendation of Ministry of Power (MoP). MoP has already been addressed through letters to forward proposals for State PSUs and Joint Ventures in this regard.
