India: Cement producers agree to discounted prices for beneficiaries of Telangana’s Indiramma housing scheme

  • Cement rate cut to INR 230/bag from around INR 340
  • Lower material costs could support construction progress

Cement manufacturers have agreed to supply cement at INR 230/bag for Telangana’s Indiramma Houses programme, compared with the prevailing commercial market price of around INR 340/bag. The concession represents a potential saving of about INR 110/bag, or 32%, for beneficiaries purchasing cement at the agreed rate.

The move comes as beneficiaries face construction costs above the INR 5 lakh government housing subsidy. Cement and other building materials are adding to out-of-pocket expenditure, making the discounted supply commercially relevant for construction affordability and project completion.

Housing pipeline creates incremental cement demand
The first phase covers 4.5 lakh sanctioned houses across Telangana, excluding Hyderabad. Construction has advanced significantly, with slabs completed for around 85% of these houses. The remaining 15% are at various construction stages.

The second phase adds another 2.5 lakh houses, taking total sanctioned houses across the two phases to 7 lakh. This creates a sizeable potential demand pool for cement as projects move through foundation, structural and finishing stages.

Supply execution key for manufacturers
For cement producers, the programme offers a direct institutional supply channel and greater visibility over demand from government-backed housing construction. However, the actual volume opportunity will depend on cement consumption per house, participating manufacturers, supply availability and the pace at which beneficiaries progress with construction.

The discounted rate could also influence purchasing behaviour, particularly if beneficiaries shift procurement from commercial channels to the programme-linked supply.

Outlook
The scheme could provide incremental cement demand support in Telangana as the second phase moves into active construction. For manufacturers, the key business variables will be volume allocation, supply execution and duration of the concession. For the market, the extent to which the INR 230/bag rate translates into faster construction and higher cement consumption will determine its broader demand impact.
