Indonesia plans to establish a Strategic Minerals and Commodities Exchange from 1 January 2027, aiming to develop domestic benchmark prices for strategic minerals and major export commodities, including nickel, tin and coal. The initiative is expected to strengthen Indonesia’s influence over commodity price formation and reduce reliance on overseas exchanges and international price indices.
Exchange to establish Indonesia Reference Prices
Indonesian President Prabowo Subianto announced the plan on 14 August during his speech on the country’s 2027 national budget and fiscal strategy.
Through the new exchange, the government plans to establish Indonesia Reference Prices for major export commodities, including nickel, tin, coal, palm oil, gold, coffee and rubber.
The exchange will operate under the supervision of Indonesia’s Financial Services Authority (OJK). The government plans to establish the relevant implementation regulations by 17 September.
Indonesia seeks greater pricing influence
President Prabowo highlighted that Indonesia is a major global producer of several commodities but has historically relied on overseas markets and benchmarks for price determination.
The proposed exchange is intended to give Indonesian producers, exporters, buyers and investors a common platform for commodity trading and price discovery.
The government also aims to improve market depth, transparency and liquidity, while strengthening transaction-data management and reducing the potential for price and transaction manipulation.
Potential impact on global nickel market
The move is expected to attract particular attention from the global nickel market, given Indonesia’s dominant position in global nickel production and its growing influence over the international supply chain.
The initiative follows Indonesia’s increasing use of mining quotas, export policies and downstream processing regulations to influence the country’s nickel industry.
If benchmark-setting mechanisms for nickel and other strategic minerals are established, the relationship between the proposed Indonesia Reference Prices and existing international nickel benchmarks will become an important factor for market participants.
Outlook
Indonesia’s proposed strategic minerals exchange could gradually increase the country’s influence over commodity price formation and benchmark development. However, the eventual impact on global nickel pricing will depend on the exchange’s trading structure, liquidity, benchmark methodology and its relationship with established international price indices. Market participants are expected to closely monitor the development of implementation regulations and the proposed pricing mechanism ahead of the planned January 2027 launch.
