In a letter to all Secretaries (mining) of the sates, Union Mines Secretary Mr. Balwinder Kumar has requested respective state governments for expeditious implementation of the Mining Surveillance System (MSS).
MSS through space technology has been launched by Hon’ble Minister of State (IC) for coal, power, new & non-renewable energy and mines on 15 Oct’16 from New Delhi. MSS has been developed for curbing illegal mining activity in country by the use of space technology and remote sensing imagery.
What is MSS ?
MSS has been launched for major mineral leases. The cadastral maps of mining leases were digitized and superimposed on the latest available satellite remote sensing scenes obtained from National Remote Sensing Centre (NRSC). The system then checks a region of 500 metres around the existing mining lease boundary to search for an unusual activity which is likely to be illegal mining activity.
If any discrepancy is found in that zone indicative of mining activity, it is flagged off as a “trigger”. These triggers would be transmitted to the state DMG or district level mining officials for field verification, who could check illegality and report back within seven days using mobile app or ‘online portal’.
