SteelDaily: The European Commission has launched a review of anti-dumping (AD) duties on hot-rolled stainless steel sheets and coils imported from Indonesia, China, and Taiwan. This review, requested by the European Steel Association (Eurofer), aims to assess whether existing AD duties, instituted in April 2021 to protect the EU steel industry, should be extended. The duties currently range between 4.1-19.0%, depending on the country and supplier.
The investigation focuses on the period from July 2024 to June 2025, scrutinising the sustainability of dumping practices and their impact on European producers. Eurofer contends that persistent price distortions and overproduction in Asia continue to threaten the EU market with unfair competition.
Indonesia has challenged these measures, filing a complaint with the WTO alleging that the sanctions violate international trade norms. A recent WTO panel found procedural flaws in the EU’s AD implementation and has urged the removal of tariffs.
The review’s outcome, expected around mid-2026, will carry significant implications for the EU’s stainless steel market and global trade flows, influencing pricing, production, and sourcing strategies in the sector.
Within Europe, opinions remain divided: some back ongoing protection to shield local industries, while others question the effectiveness of these tariffs, noting instances where EU steelmakers source Indonesian slabs domestically.
