Govt proposes auction with 2 qualified bidders

The Ministry of Mines may henceforth allow auctions, with two qualified bidders, instead of the minimum three currently.

The move is in line with the auction of coal blocks, which, since June 2020, has happened with a minimum requirement of two technically qualified bidders. An amendment to the Mineral (Auction) Rules 2015 and the Offshore Areas Mineral (Auction) Rules 2024 has been proposed, to proceed with auctions where there are few qualified bidders.

Seeking public consultation before 22 October 2025, the government notice explains, “The proposed step is crucial to improve the success rate of auctions in the first attempt, which would help in minimising delays.”
