As per the recent freight circular, ministry of Railways has made adjustments in base freight rates for short leads goods traffic.
Ministry of Railways (govt. of India) floated a circular on 13 Jul’16 in which it has made adjustments in base freight rates for short leads goods traffic. The revised freight concessions have come into force w.e.f 15 Jul’16 and will remain valid upto 15 Sep’16.
The minimum distance for charge is reduced from 125 kms to 100 kms for all commodities. The new rates for 100 kms are as follows:

Short lead good traffic concessions are beneficial wherever the mines and consumption points are located at short distances. It will also be helpful for the consignees who promise long term traffic commitment.
