Technical glitch at Odisha bauxite auction sparks controversy, calls for reauction

The recent bauxite deposit auction in Odisha sparked controversy, as a technical glitch on MMTC’s portal has affected the outcome of the bidding process. Meanwhile, Adani’s subsidiary, Mundra Aluminium, has emerged as the preferred bidder for the Kutrumali Bauxite Block, its claim for the Ballada Block remains unannounced. Pioneer Aluminium Limited, which was unable to place a counter bid due to the glitch, has moved court, claiming that it stands to lose potential revenues by not being given a fair chance at a reauction.

The bidding process for the Ballada Block ended at 72.25%, the highest after Pioneer’s failed attempts to get MMTC to fix the problem. Pioneer Aluminium Limited has pointed out that the window for a counter bid was as short as eight minutes, and that responding to the calls of the bidder and rendering them help assumes significance, which cannot be ignored. The company has promised to bid 27.75% more, or offer a 100% premium for the Ballada block, and has alleged that the state government stands to lose huge potential revenues by not giving it a fair chance at a reauction.

The estimated loss to the public exchequer due to such an abrupt closing of the bid is approximately Rs 2,684 crore. This highlights the need for a fair and transparent bidding process that ensures that all bidders are given an equal opportunity to participate in the auction. The outcome of the Kutrumali Bauxite Block auction, where Mundra Aluminium bade 126.76%, shows the potential for revenue generation through the auction of mineral resources. The fact that Vedanta was able to clinch the Sijimali Bauxite Block with a bid of 112.16% further reinforces this potential.

It is imperative that the state government takes note of the concerns raised by Pioneer Aluminium Limited and ensures that the bidding process is transparent and fair to all bidders. This will not only ensure that the state government is able to generate maximum revenue from the auction of mineral resources but also instill confidence in the process and attract more bidders in the future. The controversy surrounding the Ballada Block bidding process highlights the need for a robust and foolproof system that leaves no room for technical glitches and ensures that all bidders have an equal opportunity to participate.
