China: Baowu releases ‘green index’ evaluation to channelise carbon neutrality efforts

China Baowu Steel released a new ‘green index’ evaluation system at the Baowu Green and Low-Carbon Development Conference held on 18 July, 2022.

Since 2019, Baowu has been releasing the ‘Green Development Index’ every year. But this year, the company’s energy and environmental protection department has revised the relevant content of the original ‘green development index’ evaluation system on the basis of the opinions of various steel bases and after analysing the performance data of last year.

‘Green Index’ indicators
The green index focusses on two dimensions of low-carbon development and green development, including carbon emission and management, energy efficiency, resource recycling efficiency, technological progress, ultra-low emission of waste gas, zero discharge of waste water and solid waste as well as the four modernisations, etc.

The number of indicators to measure the ‘green index’ has been reduced to 52 from 76, while the number and weight of carbon-related indicators have been increased. In addition, the evaluation method has been improved and the indicator of “the number of green products released on the EPD platform” has been added.

Baowu’s releases carbon neutrality work report
The Baowu Carbon Neutrality Office and the Ministry of Energy and Environmental Protection have released a carbon neutrality work report for the first half of 2022. Since the beginning of this year, Baowu has formulated and issued the ‘China Baowu Carbon Peak Carbon Neutral Action Plan’, which further clarifies the main goals of “double carbon” in the next stage, and has shortened it into 25 key tasks classified under six aspects:

1. Hydrogen-rich carbon cycle: Key demonstration projects such as blast furnace, hydrogen-based shaft furnace, and electric furnace short-process projects were smoothly advanced as planned.

In-depth planning of low-carbon technologies in the whole process was carried out.

In cooperation with China Iron and Steel Association (CISA), a list of cutting-edge technologies in the iron and steel industry was compiled, and all relevant projects promoted by Baowu were shortlisted.

According to the requirements of the low-carbon metallurgy innovation fund project guidelines, 22 low-carbon metallurgy innovation fund projects were selected.
The system construction has taken shape with the launch of the Baowu carbon data management platform 1.0, EPD platform, and Baowu carbon asset management platform. According to the relevant requirements of the State-owned Assets Supervision and Administration Commission of the State Council, the investigation of carbon emission data quality has been carried out.

The role of the global low-carbon metallurgical innovation alliance technology exchange platform has been brought into full play, and technical exchanges have been actively carried out with domestic and foreign steel companies.

Moreover, Baowu will accelerate the implementation of key demonstration projects in the “double carbon” work, promote energy efficiency, continue to promote the implementation of the carbon peak and carbon neutrality action plan, strengthen the basic work of carbon data management, and actively prepare for the 2022 Global Low-Carbon Metallurgy Innovation Forum.
