Central Coalfields Ltd (CCL) has decided to engage a mine operator in order to develop and operate its Patratu ABC underground coal mine for a period of 25 years.
The project having an annual capacity of 7.5 mn t is located in South Karanpura coalfields of Jharkhand state. Estimated value of the tender is INR 51980.2 Crore which would be awarded to the successful bidder via a single stage two part bidding process.
Eligibility criteria for the project requires the bidder to have carried out coal extraction from underground mine during the past 10 years for itself on behalf of another company as a contractor/sub-contractor in a manner that the total production volume for the aforesaid period was more than 0.5 mn t.
Besides, the bidder is also required to fulfill the financial criteria as depicted in the bid document in order to qualify for the bidding process.
Scope of Work:
The operator is expected to carry out operation and maintenance of the mine in accordance with the contract agreement, which comprises of an array of responsibilities:
(a) Driving of mine entries from surface to the underground for approaching coal seam,
(b) Formation of panels and extraction of coal,
(c) Handling and transportation of coal to surface,
(c) Transportation of material, machinery and men, back-filling/stowing,
(d) Storage, transportation, handling and use of explosive,
(e) Installation, operation and maintenance of all mining and other equipment/machinery,
(f) Other miscellaneous work pertinent to mining operations.
In addition, the operator would have to execute extraction and utilization of Coal Mine Methane (CMM) upon requirement and a de-shaling plant is to be constructed and operationalized from the 14th accounting year.
Upon commencement of bidding process, the company has invited online bids for the tender which would last till 21 Jun ’21 thereafter the bids would be opened for final selection of mine operator on 26 Jun ’21.
