CIL issues guidelines regarding deferment of coal movement

In view of the heavy arrears of coal rakes pending at various sidings and surplus rolling stock available with Railways, Coal India Ltd has decided to terminate the rakes allotted to the consumers who are not willing to take their share of coal supplies.

The miner has pursued consent of consumers drawing coal by rail mode dispatch, where pending rakes would be kept in abeyance upon request.

On receipt of such application for non-supply of coal, the indents would be temporarily suspended until the consumer specifically informs the coal company that they are ready to avail the supplies. However, in the absence of such intimations, regular supplies would be continued against the pending indents.

During the period of non-supply of coal, the consumer would not be entitled to file fresh monthly programs for rake allotment. Incidentally, the regular coal supplies can only be availed upon application made for reactivation of the indents that have been kept in abeyance.

Advantage:

Reeling under the stress caused by COVID-19, CIL has stated concerns related to the continuing lock-down and various guidelines issued by central and state governments which have adversely affect its coal dispatch.

As per the data maintained by CoalMint Research, rakes transported for domestic coal movement have witnessed a subtle rise of 5% m-o-m to 8,540 in Jun ’20, but was assessed 27% lower on the year from 11,728 in Jun ’19.

The provision would assist CIL in executing the railway program for those consumers who have exhibited willingness to lift coal, and in turn expedite liquidation of surplus stock available at mines.

Pithead stock of CIL as on 20 Jul ’20 was assessed at 71.99 mn t compared to 32.1 mn t recorded in the corresponding period of previous fiscal.
