CIL eyeing MDOs for coal mining

Coal India Ltd (CIL) intents to engage mine developer cum operators (MDO) for carrying out excavation, extraction and delivery of coal on behalf of its subsidiaries.

In order to accelerate output when commercial mining has been introduced, the miner has sought assistance of external agencies which would contribute to advanced technology and operational efficiency in coal mining.

Adding to it, this engagement would also result in considerable savings in terms of capital expenditure on equipment and construction costs.

In relation to this, the company has identified 15 coal projects with an estimated capacity of 168 mn t, that includes 12 opencast and 3 underground mines.

Coal mines from MCL, SECL and CCL have been earmarked with majority share under MDO program having targeted annual capacities of 65.5 mn t, 52.4 mn t and 45 mn t respectively. While, remaining projects belong to ECL and NCL.

Current Status:

CIL board has provided its consent for MDO-drive, where notice inviting bids from interested parties have already been floated for two coal projects.

The underlying tender for development and operationalization of CCL’s Kotre Basantpur Pachmo OCP (open cast project) for 25 years in MDO mode would expire on 2 Jul’20. Whereas, the due date of bid submission for MCL’s Siarmal OCP (open cast project) is fixed as 29 Jun’20.

It has been learnt that tenders for remaining projects will be initiated in a phased manner.
