Pet Coke: DGFT Revises CPC Import Allocation for Calciners

The Directorate General of Foreign Trade (DGFT) of the Ministry of Commerce and Industry of the Government of India has made the calciner-wise allocations of raw petroleum coke (RPC) and calcined petroleum coke (CPC) for the current fiscal year (from 1st Apr’19 till 31st Mar’20).

The total annual import quantity allowed for CPC for use in aluminum Industry is 0.5 million tonnes (MT).

As the quantity applied and annual production capacities of the four applicants were more than 0.5 MnT, the allocation was made on prorate basis. The applicant wise allocation for FY 19-20 is as follows:

Subsequently, DGFT issued notices to applicants in the month of Dec’19 and Jan’20 to surrender the allocation, which they cannot utilize by 31st Mar’20.
Accordingly, two applicants viz. NALCO and HINDALCO surrendered their allocations. NALCO surrendered its entire annual allocation of 43,162 MT, as they are sourcing from domestic calciners and do not have plans to import CPC.
HINDALCO surrendered 42,000 MT thus utilizing approximately 100,000 MT from their annual allocation. The total surrendered quantity was 82,539 MT, as given in the table below.

Contrastingly, the other two applicants, Vedanta Limited and BALCO requested for additional allocation of 65,000 MT and 17,539 MT respectively. As the initial allocation and additional requirement sought by these applicants were still within their annual production capacity, the quantities sought by them were allocated to them. Thus, out of the surrendered quantity of 85,162 MT, a total of 82,539 MT was allocated by DGFT in a meeting on 17th Feb’20, as given in the above table.
It is important to note that the above additional allocated quantity along with remaining quantity from initial allocation, if any, has to be imported in a time bound manner such that the import is completed and consignment is cleared by customs department before 31st Mar’20.
